Strip-lights are Energy Efficient

I am very surprised to learn that the details of the energy-efficient bulb coupons actually encourage LESS efficient lighting. I had naively assumed that "bulb" covered any light source: very few compact fluorescent lights (CFL) are actually globular. Even the oldest, T12 strip lights are similar in efficiency to CFLs, and the Government's own information (http://www.emsd.gov.hk/emsd/e_download/pee/LED1.pdf) lists T8 and T5 fluorescent tubes as more efficient than CFLs, at 70l/W, 90l/W and 55l/W, respectively.

Can the Government change the coupons to allow purchase of any type of lamp with an efficiency of 55l/W or higher?
