Civil Servants show Lack of Critical Thinking Skills

Why are civil servants "terrified" by legionnaires' contamination in Michael Suen's private washroom? ("Suen's recovered, but fear of deadly bug persists", Dec 30, 2011) Given the reported distribution of the traces found (only in the washroom, none in other parts of the building), a plausible explanation would be that Mr Suen contaminated the room, perhaps by coughing while washing his hands, before he was diagnosed.

Of course, the affected area should be cleaned and re-tested, but is this a reason for a major health scare? I hope the civil servants exercise better risk analysis in their professional capacities. I wish Mr Suen a speedy recovery.
