Hong Kong Police invites youth to fight crime, with Chinese-only website

On March 22, Hong Kong’s Commissioner of Police Stephen Lo Wai-chung launched the “Help the Police Fight Youth Crime Competition 2018”, this year’s edition of the biennial event which aims to enhance public knowledge of drug activity, cyber crime, quick-cash crime and telephone deceptions.
Government information services quoted Lo as saying that he hoped young people could use their creativity to help the police spread anti-crime messages.
However, the website for the competition was only in Chinese. On April 11, the Police Public Relations Branch replied to my inquiry, confirming: “This event [is] just available in Chinese version only.”
Can the Hong Kong Police explain their position on engaging with non-Chinese-literate Hong Kong youths?
